I believe the US has not signed on to the Convention on the Rights of Children because it would prohibit recruiting those under 18 into the military. That would rule out high-school kids, recruiters prime audience. The Army has developed - and widely distributes - a recruiting video game for crying out loud! Thats quite possibly more morally reprehensable than chocolate flavored cigarettes!
